[SMM Hydrogen Energy Policy Express] Shuozhou, Shanxi: "Implementation Plan for the Three-Year Action Plan for the Construction of the 'Jinchuang Valley · Shuozhou' Innovation-Driven Platform"

Recently, the Shuozhou Municipal People's Government Office issued a notice on the "Jinchuang Valley · Shuozhou" Innovation-Driven Platform Construction Three-Year Action Plan Implementation Scheme. The scheme explicitly states that PV, wind turbines, heavy trucks, and hydrogen energy industries will be introduced in an orderly manner, with an expected investment of 60 billion yuan over the next five years and an estimated output value of 100 billion yuan. Additionally, the scheme emphasizes the comprehensive promotion of technological upgrades and the industrialisation of clean energy such as solar, wind, biomass, and hydrogen energy, aiming to inject strong innovative momentum into building a provincial new energy industry base. Furthermore, the scheme outlines plans to develop and introduce core technologies for the next generation of high-efficiency wind power and solar cell components, conduct research and development on hydrogen production equipment and hydrogen fuel cells, and actively explore the application prospects and research directions of hydrogen energy in fields such as construction machinery, NEVs, and aerospace.

 

The hydrogen energy policies outlined in the "Jinchuang Valley · Shuozhou" Innovation-Driven Platform Construction Three-Year Action Plan Implementation Scheme mainly include the following aspects:

I. Hydrogen Energy Technology R&D and Application Exploration

  • Hydrogen Energy Technology R&D : The scheme proposes the development of hydrogen production equipment and hydrogen fuel cells, which are key steps in advancing hydrogen energy technology. Through R&D, the autonomous innovation capability of the hydrogen energy industry can be enhanced, providing technical support for the large-scale application of hydrogen energy.
  • Hydrogen Energy Application Exploration : The scheme emphasizes exploring the research and application of hydrogen energy in fields such as construction machinery, NEVs, and aerospace. This indicates that Shuozhou will actively expand the application scenarios of hydrogen energy, promote the deep integration of hydrogen energy with traditional industries, and facilitate industrial transformation and upgrading.

II. Hydrogen Energy Industry Introduction and Cultivation

  • Hydrogen Energy Industry Introduction : The scheme states that PV, wind turbines, heavy trucks, and hydrogen energy industries will be introduced successively, with an expected investment of 60 billion yuan and an estimated output value of 100 billion yuan within five years. This demonstrates Shuozhou's emphasis on and investment in the hydrogen energy industry. By introducing relevant enterprises and projects, the aggregation and development of the hydrogen energy industry can be accelerated.
  • Hydrogen Energy Enterprise Cultivation : The scheme also mentions introducing and cultivating a group of enterprises with core competitiveness in the hydrogen energy field. Through policy support and resource integration, these enterprises will be assisted in enhancing their technological capabilities and market competitiveness, driving the sustainable development of the hydrogen energy industry.

III. Hydrogen Energy Infrastructure Construction

  • Hydrogen Refueling Station Construction : The scheme proposes prioritizing the layout of hydrogen refueling infrastructure networks along highways and major national and provincial trunk roads, with a focus on building dedicated hydrogen refueling stations for urban buses, logistics, and sanitation vehicles. This will provide strong support for the promotion and application of hydrogen energy vehicles, reduce their operating costs, and enhance market competitiveness.
  • Hydrogen Energy Transmission Network Construction : The scheme also mentions advancing the construction and operation of efficient and intelligent hydrogen transmission networks, building a network architecture aligned with the development of a new energy demonstration city. This will facilitate long-distance transmission and supply assurance of hydrogen energy, promoting the large-scale development of the hydrogen energy industry.

IV. Hydrogen Energy Policy Support and Incentives

  • Policy Support : The Shuozhou Municipal People's Government will formulate a series of policy measures to provide strong support for the development of the hydrogen energy industry. These policies may include tax incentives, financial subsidies, and land supply benefits to reduce operating costs and enhance the profitability of enterprises.
  • Incentive Mechanisms : The scheme also mentions establishing a full-cycle venture capital fund investment system to provide professional investment and financing services for enterprises within the hydrogen energy industry. This will help attract more social capital into the hydrogen energy sector, driving its rapid development.
